Agent Status
What this does:
the toggle enables or disables each app inside the admin portal. When an agent is
disabled, the dashboard treats it as inactive and the portal should not expect
runs from it.
About credit costs:
the PRD allows per-agent cost control, but in this deployment the source of truth
is still the app-level config, so this portal only manages the on/off state.
